An die Teilnehmer*innen der AG Kultur, Medien, Netzpolitik der Koalitionsverhandlungen
Sehr geehrte Damen und Herren,
Der Rat für die Künste beschäftigt sich seit geraumer Zeit mit Bedingungen, Instrumenten und Maßnahmen der Kulturförderung in Berlin.
Anlässlich der aktuellen Koalitionsverhandlungen und der daraus resultierenden Koalitionsvereinbarungen weisen wir dringend darauf hin, dass die gegenwärtig vorhandenen Förderinstrumente im Bereich Kultur zeitnah und zeitgemäß evaluiert, neu geordnet und zukunftsfähig entwickelt, sowie Landes-, Bundes- und EU-Förderung effektiver aufeinander abgestimmt werden müssen.
Die veränderten Bedingungen und Erfordernisse zeitgenössischer Kunstproduktion in allen Genres einerseits und die sich verändernden Anforderungen an die Institutionen mit Blick auf Produktion, Präsentation und Publikum andererseits erfordern zwingend eine Justierung und damit einhergehend einen qualitativen und nachhaltigen Einsatz der Mittel – hier gibt es dringenden Handlungsbedarf. Auch die Erweiterung künstlerischer Produktionsweisen über die gängigen Genres hinaus, zum Beispiel im Bereich der urbanen Praxis muss dringend in den Förderstrukturen reflektiert werden.
Diese Neujustierung der Förderstrukturen ist Voraussetzung, damit Kunst und Kultur ihrem Stellenwert und Potenzial für die Zukunftsfähigkeit und Internationalität der wachsenden Stadt Berlin gerecht werden können.
Bitte nehmen Sie dazu auch die Wahlprüfsteine des Rats für die Künste noch einmal zur Kenntnis.
Die Betriebssysteme im Bereich der Kultur sind nicht immer erkennbar, deshalb regen wir an, einen Runden Tisch zum Thema Kulturförderung/Kulturfinanzierung zu installieren, um über das Thema der Kulturförderung intensiver ins Gespräch zu kommen.
Recommendations for action in the field of cultural funding

To the participants in the coalition negotiations’ Working Group for Culture, Media, and Internet Policy
Dear Sir / Madam,
For some time the Council for the Arts has addressed issues relating to the conditions, instruments, and measure for cultural funding in Berlin.
On the occasion of the current coalition negotiations and the resulting coalition agreements, we point to the urgent need for a timely and relevant evaluation, restructuring, and future-proof development of the current funding instruments in the field of culture, and for a more effective coordination of the funding at the Land, federal, and EU level.
The changed conditions and requirements of contemporary art production in all genres, on the one side, and the changed requirements placed on the institutions with respect to production, presentation, and the public, on the other, call for a realignment and thus an accompanying qualitative and sustainable deployment of the funds. Urgent action is needed. Furthermore, the expansion of forms of artistic production beyond the customary genres, for example in the field of urban praxis, urgently needs to be reflected in the funding structures.
This readjustment of the funding structures is the precondition for art and culture maintaining its value and realising its potential to contribute to the sustainability and internationality of the growing city of Berlin.

The operating systems in the field of culture are not always apparent, therefore we recommend establishing a round table on the theme of cultural promotion/cultural financing in order to establish a more intense dialogue on the theme of cultural funding.
