Der Rat für die Künste vertritt seit 1994 als gewähltes unabhängiges Gremium die Berliner Kultur. Die Mitglieder des Rates sind vierundzwanzig Persönlichkeiten, zu denen sowohl Kulturschaffende bekannter Berliner Kulturinstitutionen als auch freischaffende Künstler*innen gehören.

Der Rat für die Künste berät über alle anstehenden kulturellen Fragestellungen, versteht sich als Vermittler zwischen Politik und kultureller Praxis und gibt Anstöße für zukünftige Entwicklungen im Interesse der Kultur in der Stadt und der in ihr lebenden Menschen. 
Die Mitglieder des Rats entscheiden täglich vor Ort über die kulturelle Zukunft der Stadt Berlin.

Der Rat für die Künste versteht Kultur nicht als dekorative Zugabe, sondern als Trainingszentrum für den Sozialisationsgrad der Gesellschaft. Seine Selbstorganisation ermöglicht ein vielseitig abgestimmtes, schnelles Reagieren. Politiker_innen und Verantwortliche in Regierung und Verwaltung sehen ihn als Gesprächspartner für Interessen der Kulturinstitutionen, der Kulturschaffenden sowie der Künstlerinnen und Künstler.

Auf seine Initiative wurden u.a. der Hauptstadtkulturfonds und der Projektfonds Kulturelle Bildung etabliert. 2010 führte er die Forderung nach einer City Tax ein und einer neuen Liegenschaftspolitik. In seiner Vollversammlung am 10.9.2018 wurde der neue Rat für die Künste für die Wahlperiode 2018-2020 gewählt. 360 VertreterInnen von Institutionen, Kultureinrichtungen, freien Projekten und Künstler*innen waren anwesend.

The Council for the Arts represents Berlin’s cultural life as an independent, elected committee. The council members consist of twenty four individuals which include both cultural practitioners from Berlin’s prominent cultural institutions as well as self-employed artists. The Council for the Arts provides advice on all upcoming cultural issues and sees itself as a mediator between politics and cultural praxis and provides impulses for future developments in the interests of culture in the city and the people living in it. The members of the council decide on the future of Berlin’s cultural life on a daily basis at a local level. The Council for the Arts understands culture as a training centre for society’s socialisation, not as a mere decorative extra. Its self organisation allows it to react quickly on a multifaceted, coordinated basis. Politicians and persons responsible in government and administration see it as a discussion partner representing the interests of the cultural institutions, cultural practitioners, as well as artists. The Council for the Arts was founded in 1994. It was responsible, amongst other things, for the establishment of the Haupstadtkulturfonds (Capital Cultural Fund) and the Projektfonds Kulturelle Bildung (Project Fund for Cultural Education). In 2010 it introduced the demand for a City Tax and a new property policy. The focus for the coming years will be on the promotion of cultural diversity and cultural education, the consolidation of the art scene, property policy, and the distribution of the City Tax in the interest of Berlin’s cultural landscape. At its General Assembly on 04/04/2016 the new Council for the Arts was elected for the legislature period 2016-2017. It was attended by ca. 450 representatives from institutions, cultural facilities, and independent projects as well as artists.
